The first number is an abstract measure of the size and importance of the mercantile endeavors centered around this area. The second number is the number of income tokens collected by Wigmar (excluding investments, shares to other Adler members, and so forth).

Adler is primarily trading in liquors and wines (not just locally produced, but imported from many parts of the Empire and beyond) but has warehouses and merchants working in the city to buy/sell/transport other types of commodities.
Wigmar secured personal control over several distilleries in the aftermath of the late unpleasantness (some would say without legal precedent). What he doesn't drink, he sells on and pockets the change.
Rumored connections to organized crime. Surely not true.
Nuln (4/+2)
Nuln is one of the premier transshipment points of the Empire and a hub for gun, cannon, and powder manufacture. Adler has a significant foothold here (mostly "inherited" from die Adlerverein) and also uses Nuln for the transshipment of goods from the Übersreik area.
Some say that "Otto of Kemperbad" (what a quaint name) has connections to southern crime syndicates operating through Nuln.
